If you use SharePoint Designer 2013 to build workflows, there’s a fair chance you’ll have come across the following error message:
Server-side activities have been updated. You need to restart SharePoint Designer to use the updated version of activities.
Needless to say, restarting SharePoint Designer rarely makes the error go away. No need to fret though; buried in the settings of each version is a toggle that will ensure SPD never sets you back by loading a cached file.
Procedure:
- Close SPD if it is open
- Open My Computera.Click the address bar
- Paste in:
%USERPROFILE%AppDataLocalMicrosoftWebsiteCache - Delete everything within this location
- Click the address bar
- Paste in:
%APPDATA%MicrosoftWeb Server ExtensionsCache - Delete everything in this location
SharePoint Designer 2010 and 2013
- Navigate to the “File” menu then select “Options” -> “General” -> “Application Options”.
- On the “General” tab, under the “General” heading, uncheck “Cache site data across SharePoint Designer sessions”.
This is a quick couple of steps for clearing your cache and to hopefully resolve SharePoint Designer anomalies that present themselves from time to time.

Sorry if it don’t help, but in our case it worked properly. Are you receiving the same error? Make sure that you have closed the SPD

Based on a long thread at Microsoft (http://answers.microsoft.com/en-us/msoffice/forum/all/sharepoint-2013-designer-workflow-issue-server/f36da602-5000-43ed-97c4-a273a5600c15) it seems the issue is with the install order of Visual Studio 2015 & SPD 2013.

In my case the server did not have installed SPD or VS only SharePoint. But i will wrote it down, thanks!
